Preheat oven to 350℉ and line a loaf pan with parchment paper.
In a bowl, mix together the butter, brown sugar, vanilla, oats, flour, and baking soda until well combined.
Press half the mixture into the prepared pan and bake for 10 minutes.
While the base is baking, melt together the caramels and coconut cream until smooth.
Remove the base from the oven and sprinkle the chocolate chips evenly over top of the base. Pour the caramel evenly over top. Crumble the remaining oat mixture over top of everything and bake for another 15-17 minutes. Let this cool fully in the fridge before slicing and enjoying!
